The problem
Indonesia is the world’s third-largest democracy and the seventh-largest emitter of greenhouse gases, yet it struggles with weak policymaking capacity and limited civic engagement. Over 26 million Indonesians live in extreme poverty, and only 8% of young people identify as politically engaged. The country’s highly decentralised governance structure creates gaps in resources and policymaking capacity, leaving many regions unable to respond effectively to pressing challenges such as climate change, digital transformation, and social inclusion.
The solution
Think Policy takes a holistic approach to strengthening Indonesia’s policymaking ecosystem. It trains the next generation of public servants through intensive bootcamps and workshops, creates spaces like the Policy Festival for dialogue between government, civil society and business, and makes complex policy issues accessible to millions through civic tech platforms such as Vote Wisely. At the same time, it works directly with ministries and local governments to design and test innovative policies on climate, health, and digital transformation. By connecting these strands—capacity building, collaboration, public engagement, and advisory—Think Policy creates a virtuous cycle where informed citizens, skilled professionals and responsive institutions reinforce one another.

In just a few years, Think Policy has grown from what began as a community of public policy enthusiasts and, through collective effort, has become a growing national hub for intergenerational, empathy-based policy solutions.
Its training has boosted policy knowledge by 24% among participants, with 95% of alumni reporting lasting professional benefits. Its civic tech platform Vote Wisely engaged over 1.4 million users during the 2024 elections, shifting perceptions and encouraging first-time voters to stay engaged in politics. By 2027, Think Policy aims to become Indonesia’s leading civic engagement platform, educating 3 million people on public policy and fostering 15,000 active changemakers beyond online participation. With its unique blend of training, dialogue, content, and advisory, Think Policy is building the foundations of a more inclusive, participatory, and future-ready democracy.
